THE REASON ROME LOOKS LIKE IT'S UNDER CONSTRUCTION
according to the Cincinnati Post is that while no bilboards are allowed in Rome, there is a loophole in the law that allows banners and signs to be posted on scaffolding while reconstruction is taking place. The idea was to get the advertisers to pay for some of the reconstruction that the government could not afford to do. Given the corporate desire to wallpaper the earth with ads, you can probably guess why the scaffolding would not come down.
