PUBLIC TOILET
I bet you couldn't...no matter how badly....
A reader sent in the picture saying it's in Houston. This website says it's in Korea and Switzerland. This blog says it's in London at a construction site.
As this blog puts it "Repeat after me--you can see them but they can't see you."
Probably just an urban legend facility.
